Project Goals

Stage 1 of the Port Pirie Riverbank Precinct redevelopment is an exciting project that includes significant improvements for Solomontown Beach, the creation of a Youth Precinct and Promenade.

The main objectives for the development of the Stage 1 area of the Port Pirie Riverbank Precinct are as follows:

  • Provide a connected foreshore and recreation link for pedestrians and cyclists, including those accessing the Southern Flinders Precinct.
  • To upgrade the main promenade, raising the finished surface to 3.4m AHD to assist with flood mitigation, DDA accessibility and promote active recreation.
  • Create a landmark destination at the gateway to Port Pirie from Adelaide (off the Augusta Highway).
  • To be a hub for mountain bikers, families and community groups to celebrate, rest and recreate.
  • To provide an outlook to the stunning Flinders Ranges - an incomparable vista that is not currently taken advantage of.
  • Improve facilities for enjoying the foreshore area for all people, with varying levels of mobility.
  • Strengthen the environmental qualities of the landscape including providing WSUD features and revegetation throughout.
  • Adding to the popular skate park with new activities to create an exciting “youth focused” precinct

In order to achieve this the main features are as follows:

  • Reconstruct the pathway to 3.4m AHD to satisfy the tidal levee construction requirements.
  • Construction of a pump track.
  • Replacement of the existing playground with a nature play space in a new location adjacent to the amenities building for easy access to power and water.
  • New viewing deck and concrete steps and ramp connection the beach and jetty.
  • Half-court basketball court adjacent to the skate park.
  • Re-organisation of picnic shelters.
  • Increasing the flexibility of the lawned areas by terracing sloping areas.
  • Enhanced landscaping.
  • Investigation of improvements to swimming areas.
  • Council will consider delivery of the works to gain employment outcomes for people who are either unemployed or underemployed through a 'work-ready' program.

Background

In March 2020, a public consultation process was held to gather community input into the development of a Master Plan for the redevelopment of the Riverbank Precinct from the Beach Caravan Park through to Flinders View Park.

Jensen Plus was engaged to prepare a concept level plan for the Riverbank Precinct from the Beach Caravan Park through to Flinders View Park taking into consideration the feedback received form the community during the public consultation process.

For the purpose of developing the concept, Jensen Plus were asked to consider the Riverbank Precinct in stages or projects with the focus being on the Solomontown Beach area.

The Riverbank Precinct Master Plan has been divided into three project areas being:

Project 1: Solomontown Beach, The Youth Precinct and The Promenade (Stage 1)

Project 2: The Boat Ramp and Marina Precinct (Stage 2)

Project 3: Flinders View Park (Stage 3) An application was made for Stage 1 to the Planning and Development Fund in February 2021 but was not successful. Subsequently, it has been determined that the Round 3 funding of $1,111,462 from the Local Roads and Community Infrastructure (LRCI) Program be allocated to the delivery of Stage 1 of the Riverbank Precinct Master Plan.

At its July 2022 Ordinary Meeting, Council endorsed a Concept Plan for Stage 1 of the Port Pirie Riverbank Precinct Master Plan and the public were invited to view the Concept Plan along with the Strategic Concept for this exciting project. A community event was hed in February 2023 at Solomontown each, providing an opportunity for the community to view detailed designs, ask any questions and provide feedback.

Further investigations are currently underway for progressing Stage 2 for options to replace or upgrade Fisherman’s Jetty. Public consultation was held in November 2023 to seek feedback and further information will be made available in the coming months.

A report will be brought back to Council outlining any emerging issues and providing the project plan for the detailed design, tendering and delivery of Stage 1.

Riverbank Precinct Renewal Development Opportunity

Port Pirie Regional Council has partnered with its property advisors Alinea Group to invite Expressions of Interest for development of two significant and strategic land holdings.

Opportunity 1 is located at Lot 1 Spencer Highway, Solomontown and consists of 3.04 ha. on the banks of the Port Pirie River (in the location previously used for the Nyrstar accommodation camp). The development would be anchored by visitor/tourist accommodation.

Opportunity 2 is located at 61 Main Road, Solomontown and consists of 1000 sqm on the Royal Port Pirie Yacht Club and Rowing Club site. This opportunity is presented to the market following extensive negotiations and agreement between Council and both clubs subject to any proposed development incorporating agreed conditions.

Project Cost

Stage 1 of the Port Pirie Riverbank Precinct project is funded through Round 3 of the Local Roads and Community Infrastructure (LRCI) $1,111,462 as well Council’s capital asset renewal funding of $570,000 making the total funding available $1,681,462, with the balance of the works to be delivered over future financial years.
